Samruk-Energo attempts to ensure returns on investments

Samruk-Energy will ensure the repayment of its long-term investments in the capacity market of Kazakhstan, which will start working from the beginning of next year. This is stated by the state energy company.

“Within the framework of the introduced capacity market, energy-producing organisations of Samruk-Energo plan to ensure the return of invested funds by entering into a long-term investment agreement with the authorised body on the previously implemented project for Construction of Moinak hydropower station on r. Charyn, as well as on the projects being implemented: Modernisation of Shardarinskaya HPP, Expansion and reconstruction of Ekibastuz SDPP-2 with the installation of power unit No. 3 (payment is made after commissioning and certification)," the company explained.

According to Samruk-Energy, according to the legislation on the electric power industry, an energy producing organisation (EPO) implements a service for maintaining electrical power availability after conducting an electrical power certification of generating plants. Thus, the existing generating capacities will participate in the capacity market. The newly commissioned facilities will take part only after commissioning and certification, specified in the energy corporation.

“Short-term contracts for one year with a single purchaser will conclude EPOs of Samruk-Energy following the results of centralised bidding for electric capacity, as well as AlES in the amount of minimum electrical capacity of the generating unit (at a given level of its thermal load),” the company told. “Green” flows Commenting on the abctv.kz question about how much the state-owned company and its daughters are spending on supporting renewable energy sources, Samruk-Energo informed that in the eight months of 2018, the costs of the group of companies for the purchase of renewable energy through the Clearing and Financial Group renewable support center amounted to about 5 billion tenge.

By the end of 2018, according to a preliminary estimate, these expenses are expected to increase to 6.8 billion tenge, the company predicts. At the same time, subsidiaries of Samruk-Energy were able to earn green energy projects this year. “The income of Samruk-Energy due to the sale of electricity from renewable energy projects - First Wind Power Station and Samruk-Green Energy - for eight months of 2018 amounted to 3.04 billion tenge. In general, in 2018, revenue from the sale of electricity from renewable energy projects is projected at 4.744 billion tenge,” the report indicates.

Now, in the structure of Samruk-Energo enterprises, production on renewable energy sources - the sun, wind, and small hydroelectric power plants - account for 1.5% of their total installed capacity. In 2017, every third Kazakhstan's kilowatt-hour of green energy was produced by subsidiaries of the electric national company. According to the long-term development strategy of Samruk-Energy for 2018-2028, the company intends to implement renewable energy projects (RES) together with a strategic investor to move to the principles of a green economy, according to her letter.

Traditional markets The export of electricity by the Samruk-Energo subsidiary of Ekibastuz GRES-1 to Russia was discontinued from August 2 of this year at the initiative of PInter RAO, inform the national company. “The reason for the cessation of import of electricity by the Russian side is the revision of the relationship model under an agreement between PInter RAO and Ekibastuz SDPP-1,” Samruk-Energo clarifies. As you know, earlier, Inter RAO announced its intention to part with its shareholding of 50% at Ekibastuz GRES-2. “Samruk-Energy does not possess information regarding the conditions and reasons for the sale of its shares in SEGRES-2 by PInter RAO, including regarding the value of shares, terms of sale and the buyer of shares,” the Kazakh energy company said.

The export volume of Bogatyr Komir coal, which Samruk-Energo controls on a parity basis in partnership with RusAl, is expected to be at 2017 in the Russian Federation this year at 10 million tonnes. The total volume of shipments of the mine will exceed 44 million tonnes, of which Kazakhstan consumers will receive 34 million tonnes. “This year, the shipment of coal to Bogatyr Komir was carried out to the address of GRES Topar, which had not previously consumed coal from the Kazakhstan mine. Since the beginning of the year, GRES Topar has shipped 359 thousand tonnes of coal. Currently, the possibility of supplying coal in 2019 to 500 thousand tonnes is being considered,” the company reports.

According to Samruk-Energo, the annual consumption of the bogatyr coal in Astana by Astana-Energy is 3.5 million tonnes. “The issue of coal supply to Bogatyr Komir for the future CHP plant in Kokshetau is under consideration. If the project documentation of the future CHP plant in Turkestan provides for fuel from the Bogatyr deposit, then the possibility of supplying coal to Bogatyr Komir to this station will be considered further,” the energy corporation commented.
