A difficult path on the wat to the sun Foreigners interested in the climatic conditions of South Kazakhstan

14785236Belgian investors were attracted by the climatic conditions of SKR and the opportunity to develop here all types of alternative energy 300 days of sunshine out of 365 days a year - this natural characteristic of South Kazakhstan region has become a tipping point in the decision of Belgian investors to implement joint projects in the region on alternative energy.

The management of the company "QWayenergy", arrived in Shymkent, met with local businessmen at the Chamber of entrepreneurs of SKR, and presented their project "Renewable energy sources". As the general director of QWayenergy, Luc Greer, said the company is based in Antwerp and is, in effect, a developer of renewable energy sources. In May 2017, it founded a subsidiary in Astana and currently participates in the development of 300 MW solar energy projects, 15 MW of biogas, 50 MW hydro-power and several wind power projects in Kazakhstan.

The sphere of renewable energy is highly developed in his country, Luc Greer expressed interest in the participation of local companies in the projects for the construction, development, modernization, expansion and reconstruction of Kazakhstan's hydroelectric stations, solar stations and wind farms.

"There are a lot of projects in Kazakhstan in this direction, which require investments", - said Luke Grahr. "Our company is ready to invest its own funds, as well as borrowed funds from other investors and thus be a bridge between Europe and Kazakhstan, attracting not only financing, but also modern technologies, construction companies, equipment and suppliers. At the international level, we have an extensive network of partners, in order to provide the necessary financial resources for the implementation of projects".

Together with the head of the Belgian company, representatives of the Ministry of Economy and Development of the Republic of Kazakhstan participated in the meeting and discussed with entrepreneurs various aspects of cooperation in the field of alternative energy. They made it clear: investors are ready to work with those businessmen who have already begun to implement projects in this direction.

According to the head of the department of the Ministry of Investments and Development of RK Arnur Kasymbekov, in Kazakhstan there is a concept approved by the President, where it is stated that the share of renewable energy sources by 2020 should be 3% of the total amount of electricity production in the country, up to 10% by 2030, and 50% by 2050. This notorious three percent limit and became a stumbling block on the way of businessmen.

"In order to implement RES project, this project, a joint project with a foreign investor, should be included in the Plan for placing facilities for the use of renewable energy, which is approved by the Ministry of Energy. If it is not on this list, then all our attempts are vain", - the businessmen complained.

As it turned out, to enter this plan it is necessary to collect certain documents, but the acceptance of these documents since August 2016 was suspended. "I would like this procedure to be continued and the placement plan to include companies that have sufficient economic and human capital to implement renewable energy projects", - Mutaliev Kasymhan, director of LLP “Company KaDi” said.

1532583As representatives of the Ministry explained, not all projects included in this list are working today.

"We will review all of them and we will be able to change them for real, viable projects, instead of being inactive or suspended", - said the head of the department of the Ministry of Investment and Development of the Republic of Kazakhstan Arnur Kasymbekov.

As a way out of the situation, officials suggested that local businessmen and Belgian investors join the already listed projects in South Kazakhstan. There are 12 of them.

After the discussion, B2B meetings took place, during which the parties were able to understand more thoroughly the aspects of joint cooperation in the field of alternative energy.
