Development of power sector – is one of the primary goals of the Government of Kazakhstan in present and the nearest future, as there are a number of significant reasons for this: according to the Ministry of Innovation and New Technologies, Kazakhstan’s power generation will increase a demanding 30 per cent before the year 2015. Present time, in Kazakhstan the ageing of Kazakhstan’s generating equipment are 70 per cent, electrical network – 65 per cent, heat network – 80 per cent.
With a view of maintenance of stable and reliable energy supply of Kazakhstan, the Government has accurate vision of the development of the country’s power sector: modernisation and construction of the new heating and power facilities; the development of the alternative energy sources; energy savings and energy efficiency development; the development of nuclear energy and construction of nuclear station by 2020.
For realisation of these goals, the Law on using of alternative energy sources was adopted in 2009; the Law on power saving was adopted in 2011; research for construction of nuclear station is conducted. Also, for stimulation of investments in power sector the Government of Kazakhstan accepted the programme on increasing the prices for electric energy till 2015.
In March 2010, the decree by President Nazarbayev approved the State Programme on Forced Industrial and innovative Development of the Republic of Kazakhstan for 2010-2014. The State Programme aims to ensure a sustainable and well-balanced economic growth in Kazakhstan through diversification and improving its competitiveness. The State Programme also aims to develop top-priority sectors in Kazakhstan’s economy which ensure its diversification and competitiveness.
The 2010-2014 State Programme sets out activities to develop competition in Kazakhstan; provide technical regulation and quality infrastructure; develop the Kazakhstan content; develop innovations and assist in technical upgrade; promote investment, develop social and economic zones, and enhance export.
When designing the Programme in Astana, the bar had initially been set high for the project economy. The criteria are based on technological effectiveness and product demand in the world market. All projects focus on manufacture of products with long-term demand within and beyond the country. Implementation of the State Programme includes 237 investment projects totalling 7.26 trillion tenge. Implementation of all projects includes creation of more than 240,000 jobs.
Results of the first years of the Programme implementation were recently delivered to show a serious scale: since the beginning of the 2010 year, 72 investment projects had been launched in Kazakhstan, totalling 381 billion tenge. One can’t but mention that 68 of them were whole new productions for Kazakhstan. At this stage, priorities included projects in power engineering and infrastructure, and it would be difficult to image future industrial development without them.
Since 1998, when Astana became the national capital, the city is a leader among all regions in the country in social and economic development rates, construction and infrastructure development and investment. In view of high construction rates in the capital, fast population growth, and increasing demand for heating and electrical facilities, the Government made a decision to prioritise the city’s infrastructural development.
Development of Astana as an engine of Kazakhstan’s economic growth will involve different mechanisms to provide incentives for business and investment, including improvements of the supporting infrastructure from the budget funds. The goals will be met thanks to an effective economy, which requires investment in the sectors capable of becoming the source of the growing gross regional product. They include construction of new, and renovation and upgrade of existing enterprises. A total of 1,390.7 billion tenge will be invested in the real sector in the mid term.
