Joint Stock Company “Kazakhstan Electricity Grid Operating Company KEGOC” has been established according to Government Resolution of the Republic of Kazakhstan No. 1188 dated 28 September 1996 “On certain measures for restructuring of Kazakhstan power system management”. The date of KEGOC JSC primary state registration is 11 July 1997. Address: 7 Bogenbai batyr avenue, Saryarka district, Astana 010000, Republic of Kazakhstan. The founder of KEGOC JSC is the Government of the Republic of Kazakhstan. In accordance with Government Resolution of the Republic of Kazakhstan No 117 dated 23 February 2006 “On certain measures for implementing Decree of the President of the Republic of Kazakhstan No 50 dated 28 January 2006”, KEGOC’s state block of shares has to be transferred as payment for allocated shares of JSC Kazakh Holding for State Assets Management – “Samruk”. Pursuant to the Law of the Republic of Kazakhstan “On Electric Power Industry”, Government Resolution of the Republic of Kazakhstan No 190 dated 18 February 2004 “On measures for further development of market relations in the power sector of the Republic of Kazakhstan”, and Order of Minister of Energy and Mineral Resources No 198 dated 27 August 2004, KEGOC JSC has been appointed the System Operator of the Unified Power System of the Republic of Kazakhstan, which main objective is to provide stable operation of UPS of Kazakhstan and reliable control of the National Power Grid responsive to the present-day engineering, economic and environmental requirements under the state policy. Being the System Operator of the Unified Power System of the Republic of Kazakhstan, KEGOC carries out the activities as follows: 1) provide services to the wholesale electricity market participants for power transmission through the National Power Grid pursuant to the agreement, as well as provide the Grid maintenance and availability, 2) provide services to the wholesale electricity market participants for technical dispatching through centralized operational dispatch control of the Unified Power System of the Republic of Kazakhstan pursuant to the agreement including preparation of actual balances and daily schedules of electricity generation-consumption, 3) assure reliable operation of the Unified Power System of the Republic of Kazakhstan, 4) provide services to the wholesale electricity market participants for control and reservation of electric power and for arrangement of electricity generation-consumption balancing, 5) provide services to the wholesale electricity market participants for physical settlement of electric energy imbalances, 6) further financial settlement of energy imbalances under the procedure established by the laws of the Republic of Kazakhstan, 7) purchase auxiliary services from the wholesale electricity market participants to provide availability of the required volumes and structures of operational reserves of electric power, active and reactive power control and black start of the power system, 8) organize operation of the real-time balancing energy market as well as system and auxiliary services market, 9) provide interaction with power systems of the neighbouring states in the control and assurance of parallel operation stability, 10) carry out engineering and methodological guidance in creation of the unified information system, commercial metering system and related protective relaying and emergency automation for wholesale electricity market participants, 11) provide equal conditions for the wholesale electricity market participants in access to the National Power Grid, 12) provide the participants of the wholesale energy market of the Republic of Kazakhstan with information not covering the data being commercial and other secrets protected by the laws, 13) coordinate putting into repairs the primary equipment of power plants, substations, transmission lines, protective relaying and emergency automation devices, as well as process control systems and systems providing their operational availability, 14) participate in elaboration of operational conditions of hydro power stations taking into consideration their water-economic balances and operational conditions of the Unified Power System of the Republic of Kazakhstan, 15) long-term forecasting of electric energy balances, 16) purchase and sell electricity for process and production needs, to provide the volumes of power flows under the contracts with neighbouring countries as well as under imbalances not covered by the balancing energy market to maintain normative frequency of electric current in the Unified Power System of the Republic of Kazakhstan, 17) coordinate design and construction of backup (shunt) transmission lines and substations.
